Gaming software is certified by registered laboratories
Nevada Gaming Commission Regulation 14 defines an independent testing laboratory as a private laboratory registered by the Commission to inspect and certify games, gaming devices, associated equipment and systems, including mobile and interactive gaming systems. Under Regulation 14.400 the laboratory gives the applicant its results with a statement, signed under penalty of perjury, that the product meets the Act, the regulations and the technical standards. A general QA firm does not issue that certification.
The standards are moving
Regulation 14.050 has the Board chair publish the technical standards that gaming devices are approved against. The Board posted draft revisions in December 2025, including to Regulation 14.400. Check the current text before you plan a submission.
Beyond the gaming floor
The state's economic development office lists information technology, hospitality and sports including gaming, aerospace and defence, health, manufacturing and logistics as target industries. Apps, payments, loyalty and booking systems around the casino floor are ordinary software that ordinary QA firms test.
Time zone
Nearly all of Nevada, including Las Vegas and Reno, is on Pacific Time; West Wendover is on Mountain Time. Romania is usually 10 hours ahead of Las Vegas (9 for a few weeks when clocks change on different dates), so Nevada mornings are Romanian evenings. A handover model works.

Do we need a registered laboratory to test gaming software?
To have a gaming device or system approved in Nevada, a registered independent testing laboratory inspects and certifies it under Regulation 14. A general QA firm can test the business software around it but does not issue that certification. Check the Gaming Control Board's list for current registrations.
Which Las Vegas firms are on this list?

Overlap is short: Romania is usually 10 hours ahead of Las Vegas, so Nevada mornings are Romanian evenings. The working pattern is a handover: Romania tests while Nevada sleeps and reports before the Nevada morning. Agree the handover and who answers urgent bugs.
